Birth time and the Ascendant
The Sun, Mercury, Venus, Mars and Saturn almost never change sign within a day, so the date is enough for them. The Moon crosses a sign in two or three days: if it moved on the day of birth, the time decides its sign.
The Ascendant changes about every two hours, so it needs the exact time and the city of birth. When the time is unknown, the chart is cast for noon at the place of birth and the Ascendant layer is not shown - just like in the app.
